Oscar was the eleventh of twelve children, and the last of eight sons, born to Christian and Mathilde Jacobsen.

Oscar served as a Private in Truck Company "B", Army Artillery Park, First U.S. Army from 1917 to 1919. He spent much of his overseas service in 1918 driving artillery shells to guns on or near the front lines. He is shown in the photo with his brother Grover at Fort Snelling, Minnesota in 1917. He and Grover later worked together when Grover owned and/or operated several bus companies, including the All-American Bus Lines.

He married Karin Johnson in Sioux City, Iowa on 18 December 1919. They had no children.
