Born in southeastern Michiga, Harvey's family moved just across the border to Fulton County, Ohio and settled in the Delta area. He turned to baseball early and in 1899 had a very promising rookie season in the major leagues. Pitching for Boston of the National League, he went 6-4 with a fairly decent ERA of 3.95. After that season, the NL cut from 12 to 8 teams and that derailed Bailey's major league career. After 4 appearances in 1900 it was back to the minors. Bailey pitched several seasons for minor league teams in Mansfield, Ohio where he was known as a colorful and eccentric lefthander. During the offseasons, Bailey studied and became a dentist. "Doc" Bailey's baseball career ended in 1909 and for the next decade he pursued dentistry in Delta. Be set by mental illness, he was institutionalized in the Toledo State Hospital in 1921, dying there the next year.
