Parker's mother owned Strode's Hotel and Bar in Falling Waters, Berkeley County, West Virginia.

Parker enlisted as a Private in Co. B, 1st Virginia Calvary, C.S.A. on 19 Apr 1861 in Martinsburg, Berkeley County, West Virginia. He was a 3rd Corporal in Aug 1862, and a 2nd Corporal in Dec 1862. Parker was AWOL from 20-30 Apr 1863. He was a POW in Ft. McHenry Prison at Berry's Ferry on 16 May 1863, and was exchanged in May 1863. He was a deserter from the Confederate Army on 5 July 1863.
