He grew up in Parkersburg, W.Va. He graduated from Parkersburg High School in 1937 and from West Virginia University with a degree in journalism in 1940.
Cutler enlisted in the Naval Reserve in August 1940 then into the U.S. Army July 1942. He graduated from Officer Candidate School at Fort Benning, Ga. in October 1942 and was commissioned as a First Lieutenant. After serving in the 91st Infantry Division in Italy as a platoon leader during the war, he obtained a law degree from West Virginia University in 1948. He practiced in Parkersburg from 1948-1950, but also served in the West Virginia National Guard. He was called up in 1950 to serve in Pusan, Korea. He transferred to the U.S. Army JAG Corps in 1952 and later served in the U.S. Army in numerous posts including Fort Campbell Ky., Toyko, Japan, Carlisle Barracks, Pa., Washington, D.C., Frankfurt, Germany, Fort Knox, Ky., Fort Lewis, Wash., as well as in Charlottesville, Va. at the Army JAG School where he obtained a master's degree in law.
Cutler retired as a Colonel from the U.S. Army as chief for trial judiciary in August 1972. He then served as an Administrative Law Judge in Atlanta, Ga. from 1972 to 1986 first for the Occupational Safety and Health Administration (OSHA) Review Commission and later for the Social Security Administration. He and his wife of 63 years, Marjorie Lamb Cutler, moved to the Fleet Landing Retirement Community, Atlantic Beach, Fla. in 1991.
He is survived by his wife; sons, John and James; and four grandchildren, Kyle, Alex, Eric and Becca. He is preceded in death by his brother, Robert Cutler.
Graveside services will be held in Arlington National Cemetery with full military honors at a later date.
