Don Luis was a loyal civil servant. From Utuado's City Hall, he worked with the Puerto Rico Reconstruction Administration. PRRA, as it was widely known, was a program implemented by President Roosevelt after the Great Depression. He worked as a civil servant until his death on May 21, 1954. He was survived by his wife, doña Basilisa Natal Torres, a son, a daughter-in-law and three grandchildren: two girls and one boy. (There was another girl born four years later)
