US Congressman. He was elected as a Whig on two separate occasions to represent Pennsylvania's 11th Congressional District in the United States House of Representatives, serving first from 1855 to 1857, then from 1859 to 1863. He did not run for re-election in 1862. At the outset of the Civil War joined the Union war effort, receiving a commission of Major in the 25th Pennsylvania Volunteer Infantry. The unit, a three-month enlistment regiment, served through the first few months of the way, and was mustered out in July 1861. In 1864 he was appointed by President Abraham Lincoln as United States Minister to Sweden, a post he served in from 1864 to 1867.
