US Congressman. Elected to represent South Carolina's 1st District and as At-Large in the United States House of Representatives, serving from 1789 to 1797. Also served as a Member of the South Carolina State House of Representatives from 1784 to 1788, and in 1808, and United States Minister to Portugal from 1797 to 1801.
