Bissell was a Democratic presidential elector in 1888 and in 1890 served on
the commission that recommended amendments to New York's constitution.
President Cleveland appointed him Postmaster General in 1893 and he served until 1895. After leaving office he resumed practicing law and also served as Chancellor of the University of Buffalo.
