Kenneth Bagley's cremated remains were not initially taken after death and were available at Oregon State Hospital to be claimed by anyone who is related. In 2021 a relative received the ashes.

Kenneth's mother was Lucinda "Callie" Hatcher who was born in North Carolina in February 1895. She married Edward L. Bagley on 6/13/1917 in Polk County, Oregon. They had a son, Beryl Gray Bagley, who was born in McMinnville, Oregon on 8/12/1918. Callie and Edward divorced. In the census of 1920 Callie was listed with her son Beryl Bagley at the home of her mother Virginia Hatcher in Yamhill County, Oregon. On the census Callie was said to be "widowed," which was a euphemism for separated or divorced. Meanwhile Edward Bagley was indeed alive, employed as a steel worker in Denver, Colorado. Kenneth was born on 11/19/1922 to Callie Bagley and Arthur Carlson. It appears they never married. Nothing more is known about Arthur. On 3/13/1923, four months after Kenneth was born, Callie married Edwin A. Cadwell in Vancouver, Washington.

At birth, Kenneth had microcephalus, a condition in which the circumference of his head was smaller than normal because the brain does not grow at the expected rate. He also had seizures. He was placed at the Waverly Baby Home, an orphanage in Portland. About 1924 when he was 2 years old he was transferred to the state-operated facility designed to care for people with disabilities. The institution was known as the Oregon State Institution for the Feeble-Minded, a quasi-educational institution in salem, Oregon charged with educating people with developmental disabilities. In 1933 the facility was renamed Oregon Fairview Home and it was closed in 2000. At the time of the 1930 & 1940 censuses Kenneth was an "inmate" at Fairview.

On 12/3/1941 he was transferred from Fairview to the Oregon State Hospital, a residential facility in Salem for the treatment of people with mental illness. He died at OSH 13 days later on 12/16/1941. The cause of death was reportedly epilepsy. By itself epilepsy is not an actual cause of death. It is believed he had a sustained uncontrolled seizure. He was 19 years old.

While he was institutionalized his mother and grandmother both died. Callie (Hatcher) Bagley Cadwell died suddenly in Polk County on 6/3/1939 at the age of 44. She was buried at the Masonic Cemetery in McMinnville, Oregon. Her obituary made no mention of Kenneth although he was still alive at that time. His maternal grandmother, Virginia (Freeman) Hatcher Keen died on 11/19/1940, a little more than a year before Kenneth.

After his mother's death Kenneth's half-brother, Beryl, continued living with his step-father. Beryl married Alice Brown in 1940 and worked as a logger for over 40 years. He died of heart disease on 1/13/1999 in Townsend, Montana, survived by 3 sons and 5 grandchildren. Beryl was buried at Belcrest Memorial Park in Salem.
