Labour politician. The inscription refers to a famous moment in British parliamentary history. On 2nd September 1939, the Prime Minister (Neville Chamberlain) made an equivocal speech suggesting that peace could still be made with Hitler. When Greenwood rose to oppose this, a Tory MP called out 'Speak for England, Arthur!'. Realising that Parliament would not countenance appeasement, Chamberlain declared war on Germany the next day.
