U.S. Congressman. Educated at Locust Valley, he studied law, was admitted to the bar in 1863 and commenced to practice law in Flushing, Long Island, New York. He was district school commissioner (1867-70), assistant prosecuting attorney of Queens County and surrogate of Queens County, (1870-74). In 1877, he was elected as a Democrat to the Forty-fifth and Forty-sixth Congresses, reelected to the Fifty-first, Fifty-second and Fifty-third Congresses, serving (1889-95). After his term, he resumed the practice of law until his death age 67.
