U.S. Congressman. Moving to Pennsylvania in 1837, he graduated from the University of Pennsylvania in 1840, studied law, was admitted to the bar in 1842 and commenced to practice law in Philadelphia, Pennsylvania. He was commissioner to revise the revenue laws of Pennsylvania, in 1862 and elected as a Republican to the Thirty-eighth and Thirty-ninth Congresses, serving (1863-67). Declining to be a candidate for reelection, he was judge of the district court of Philadelphia, (1867-74), president judge of the court of common pleas of Philadelphia, (1874-96) and engaged in literary pursuits until his death.
