Richard Franklin Dyer was one of two children born to Daniel Coker Dyer and his first wife Frances (Fannie) Heath. She was the daughter of Richard Blue Heath and Elizabeth Jordan who had migrated from Missouri to Texas in 1846 and in 1870 were living in Hill County, TX. Daniel C Dyer and 'Fannie Heath had married by August 1870 and can be seen newly married in the Aug 1870 census for Hill Co TX where they were living in her parents household helping on the farm. Here they had two children, Sarah Elizabeth Dyer and Richard Franklin Dyer. Richard Franklin Dyer's mother Fannie (Heath) Dyer died in Feb 7, 1875 when both children were very young. She was buried in the Heath Cemetery, Huron, Hill Co Texas. Daniel C Dyer, now a widower put the two young children in the care of their aunt and uncle in Palo Pinto County TX and they joined the large family of George Washington Heath and his wife Martha Ophelia (Dyer) Heath.

Martha Ophelia (Dyer) Heath was the sister to Daniel C Dyer, and her husband George Washington Heath was the brother to the children's mother Fannie (Heath) Dyer. Their father Daniel C Dyer in the 1880 census is boarding in the household of another family named Ricketts in Palo Pinto Co TX. In the 1880 census young Richard Franklin Dyer was 6 and his sister Sarah E.Dyer was 9.

Around the year 1896 Richard Franklin Dyer married Mary Elizabeth 'Lizzie' Kelley, the daughter of Samuel Newton Kelley. Their first child Ofa Mae Dyer was born 13 July 1897.

In the 1900 census, going by 'Frank' Dyer, Richard Franklin Dyer and his wife were living in Mineral Wells, Palo Pinto County TX with the first two of his children. Employment was listed as 'day laborer.' Next door lived Charles and Della Kelley. His father, Daniel Coker Dyer had remarried on 14th of January 1890 in Palo Pinto County Texas to Margaret Cason with whom he had an additional 6 children. Both Daniel C Dyer and Margaret (Cason) Dyer are buried in Staggs Prairie Cemetery, Palo Pinto Texas.
