US Congressman. He was born in Yardley, Pennsylvania, and attended local public and private schools both in Yardley and Doylestown, Pennsylvania. He then studied law, was admitted to the bar in 1872 and began his practice of law in Doylestown, Pennsylvania. He was named the prosecuting District Attorney of Bucks County, Pennsylvania, and served in that position from 1880 to 1884. After his term as District Attorney was finished, he then entered politics and served as a Delegate to the Republican National Convention from Pennsylvania in 1884. A Republican, he then served Pennsylvania's 7th District in the United States House of Representatives from 1887 to 1891. While in the United States Congress, he was Chairman of the United States House Committee on Expenditures in the Department of War. He declined to be a candidate for renomination in 1890. After his time in politics was over he resumed his law practice. He was also a member of the Doylestown School Board in Doylestown, Pennsylvania, and was a director and member of several local financial and public service corporations. In 1891, he married Rebecca R. Purdy and the couple had a daughter named Grace, and two sons named Levi and Samuel. He passed away suddenly and unexpectedly in his law office in Doylestown, Pennsylvania, at the age of 52. At the time of his death, he was one of Doyletown's more popular and most celebrated citizens. His death was widely mourned and the city of Doylestown gave him a huge funeral. He was laid to rest in the Doylestown Cemetery with several mourners attending the burial service. His wife Rebecca passed away in 1926 and she was laid to rest beside him.
