Frances E. Kelley's father was James Riley Kelley, who was born November 1853 in Texas and died March 28, 1918 in Texas. Her mother was Sarah Frances [Smith] Kelley, who was born September 1854 in Texas and died after 1920 in Texas.

Frances' siblings were Amanda, Samuel, Barbary, Abaline, Rindie, Emma, Alfred, Lafayette, Robert Wesley, Carline, McKinley, and Annabel Kelley.

Frances married William A. 'Bill' Moneypenny, Jr. on August 12, 1901 in Newton County, Texas. Bill was a logger, a teamster, and later turned to farming.

Their children were Elmer and Elmira Moneypenny.

Fannie is laid to rest by her husband in Bleakwood Cemetery.
