United States Navy Rear Admiral. He began his military career being appointed to the US Naval Academy by President Ulysses S. Grant and graduated a Ensign in 1873. He served on the USS Cincinnati during the Spanish-American War and was a Captain Superintendent of the US Naval Academy (1907-09). In 1911, he was promoted Rear Admiral commander of battleship USS Kansas and served as commander of the 2nd Division, US Atlantic Fleet. He was Commander in Chief of US Atlantic Fleet (1913-14) and ended his career as a member of the Navy General Board on February 28, 1921. In May 1946, the Naval destroyer USS Charles J. Badger (DD-657) was named for him and the destroyer USS Badger (FF-107) was named in his honor in July 1964.
