U.S. Congressman. Born in Galveston, Texas, he graduated from St. Francis Xavier's College, New York City, in 1867. He studied law at Indianola, Texas, worked in the firm of Stockdale and Proctor in 1869 and was admitted to the bar in 1871. He served as District Attorney of the twenty-third judicial district of Texas, (1872-76) and was a member of the Texas State Senate, (1876-78). In 1885, he was elected as a Democrat to the Forty-ninth Congress and to the five succeeding Congresses, serving until his death at age 47 in Washington, D.C.
