U.S. Congressman. He graduated from Bowling Green College in 1898, studied law, was admitted to the bar in 1899 and commenced to practice law in Calhoun, Kentucky. He was prosecuting attorney of McLean County (1902-06). In 1915, he was elected as a Democrat to the Sixty-fourth Congress and to the next seven succeeding Congresses, serving until his resignation in 1930. He was then appointed judge of the United States Customs Court, serving (1939-48). Leaving public service, he later died in retirement.
