US Congressman. Born in Bayamón, Puerto Rico, he graduated from Provincial Institute of Puerto Rico in 1897, continued his education at Keystone State Normal School Pennsylvania, (1901-02), received a law degree from West Virginia University in 1904 and was admitted to the bar. He returned to Puerto Rico, practiced law, served as director of the Agricultural Association of Puerto Rico and was elected to the Puerto Rico House of Representatives, serving (1917-20). In 1932, he was elected as the Puerto Rico Resident Commissioner for the US Seventy-Second Congress and served until 1933. Choosing not run for reelection, he returned to Puerto Rico, where he continued his law practice and agricultural pursuits until his death at age 67 in Bayamón, Puerto Rico.
