United States Army General. Served on the western frontier against the Sioux from 1890 to 1891, and in the Spanish-American War from 1898 to 1902. During World Wart I he served as the Chief of the United States Ambulance Service from 1917 to 1919, and as Director-General of the American Red Cross from 1916 to 1917. He received the Distinguished Service Medal, the Legion d'Honneur, and the Gorgas Medal.
