Richard Blue came to Bloomington, Illinois with the family of Judge James Rayburn in 1851. He was a veteran of the Civil War. For many years he conducted a barber shop and hair dressing establishment, catering to Bloomington's elite. For twenty years he was assistant doorkeeper in the House of Representatives at Springfield. He was a staunch and influential Republican. He was a member of the Methodist Church.
