James was the son of William Haywood Flippo and Mary Elizabeth Simmons and grandson of Solomon Flippo and Abigail Johnson and William Monroe Simmons and Nancy Ann Gilbreath. He was born in Hamilton County, Tennessee and moved with his family to Newton Co., Arkansas between 1871 and 1876. He married Sarah Jane Casey on 19 July 1888 in Newton County, Arkansas and they moved to Ardmore, Chickasaw Nation, Indian Territory in the early 1890s. They were the parents of 4 children. One child died when an infant.
