Presidential Cabinet Member. Highly educated, he graduated from Ohio Wesleyan University, in 1928, and with a law degree from George Washington University, in 1933. In 1939, President Franklin D. Roosevelt, appointed him as a Republican member on the Civil Service Commission, serving until 1948. In the mid-1950s, he was director of the Office of Defense Mobilization. In 1958, President Dwight D. Eisenhower, appointed him as a Republican the Secretary of Health, Education and Welfare, serving until 1961. After leaving office, he was president of the University of Oregon, (1961-68) and president of Macalester College, (1968-71). He also was the Chairman of the Commission on Civil Rights, (1974-81). He died in retirement at age 91.
