Arthur was the son of William Henry Cobden and Catherine Boulting of London, England. He was one of eight children. When his father died in 1849, the family immigrated, separately, to the United States. Arthur settled in New York City, where he is listed as an ambriotypist. He married Ellen Hardy and moved to Lansingburgh, New York around 1865. He opened a photography studio in Troy, New York on the corner of River and Fourth St. Many of his photos survived and can be found on various web sites and also in the William C. Darrah Collection of cartes-de-viste at Penn. State.
