Spencer was a teacher in Kingfisher, Oklahoma in 1901, a Notary Public in 1899 and 1909, and Probate Judge in 1909. He was a member of the Freemasons.

Spencer enlisted as a Quarter Master in WWI. He was only in one month when he took pneumonia (or influenza) and died in Jacksonville, Florida while waiting to be shipped overseas. His body was sent home to Muskogee, Oklahoma and buried there. His funeral was attended by the Masons. The Oddfellows set-up a tombstone. His wife was buried there beside him a few years later. They left a son. Spencer was 51 when he died.
