A native of Chillicothe, Ill., Dr. Carter graduated from St. Joseph's Veterinary College, St. Joseph, Mo., in 1919 after serving as an army lieutenant in World War I.
Before moving to Tucson in 1949, Dr. Carter had been in practice in Alexis, Ill. He served as president of both the Illinois State and Mississippi Valley Veterinarian Associations.
Until his retirement in 1960, Dr. Carter operated the Catalina Pet Hospital. He was a nationally recognized consultant on horse diseases.
He was a member of the American Legion in Tucson and had served as post commander in Illinois. He was a member of the Pima County Sheriff's Posse for 20 years.
Survivors include his widow, Eva; a son, Phillip L., San Jacinto, Calif; a daughter, Mrs. R. A. Spencer, Oceanside, Calif., and one grandchild.
