Mr. Breland attended the public schools of Greene County, then studied at the Cooper-Huddleston College of Daleville, MS, for two years, but did not graduate.
He taught in public schools and high schools of Greene, Perry and Jackson Counties for 12 years; was County Superintendent of Education of Greene County from 1896 to 1900, and served as Sheriff and Tax Collector from 1904 to 1908.
Eugene Breland was elected to the House of Representatives for Greene County on November 5, 1907.
The husband of Lula Lee Lowrey, daughter of John W. Lowrey and his wife, Mollie E. of Blue Mountain. The couple were married in Leakesville on Nov. 10, 1895.
In 1908 the couples children were Ora Lee, Eugene Lowrey, Alla Rookh, Euclid Walter, Horace Leon and Lula Mae.
