U.S. Congressman. Moving with his parents to California in 1849, in attended the California State Normal School at Sacramento, studied law, was admitted to the bar in 1869 and practiced law in Stockton, California. He was elected prosecuting attorney of Stockton, serving 1871-79. In 1885, he was elected as a Republican to the Forty-ninth Congress, serving until 1887. Not a candidate for re-nomination, he resumed the practice of law until his death.
