Born in Nanyang, Honan Province, China, in 1901, Father James was ordained to the priesthood in 1928. In 1949, he moved to Hong Kong and served successively at the Diocesan Minor Seminary, the parish of Mount Carmel in Wanchai and the rectory of St. Pius X in Chuk Yuen, Kowloon.

Father Chang was co-editor of the Chinese Daily Missal, the first complete Missal in the Chinese language which was printed in Hong Kong in 1956 and has been reprinted many times since.

Chang died early in the morning of Friday, April 7, 1972, after a protracted illness, aged 69.

The Requiem Mass was offered at St. Margaret's Church, Happy Valley, on Saturday April 8, at 10 am., followed by interment at St. Michael's Cemetery.
