US Congressman. Born in Bladensburg, Maryland, he served as a Colonel in the Maryland Line during the American Revolution. After the war, he received a bounty land in Franklin County, Georgia, for his service. He studied law, was admitted to the bar and practiced law in Milledgeville, Georgia. He was a member of the Georgia State House of Representatives (1786-87, 1789, 1797), solicitor general for the western circuit of Georgia and Attorney General of Georgia, (1789-92). In 1792, he elected as an Anti-Administration candidate to the Third Congress, serving until 1795. After his term, he resumed the practice of law and was judge of the western circuit court of Georgia, (1798- 1803). He appointed one of the commissioners to settle the boundary disputes between the States of Georgia and North Carolina in 1806 and was a member of the Georgia State House of Representatives, (1807-08). He died at age 60 on his farm in Franklin County, Georgia.
