He studied law and elected constable of Carter County. Entering politics, he was entering politics, he was elected as a Democrat to the Sixty-second Congress and to the next six succeeding Congresses, serving (1911-23). After his term he was elected as a Democrat the 41st Governor of Kentucky, serving (1923-27). After leaving office, he was admitted to the bar, served as the Commonwealth attorney for the 34th Judicial District, (1932-35) and was a member of the Kentucky State Workmen's Compensation Board, (1936-44). Retiring from public service, he practiced law and worked as a real estate agent until his death at age 79.
