He attended Indiana Asbury College, graduated from the law department of Indiana University at Bloomington in 1851, was admitted to the bar in 1852, and commenced the practice of law in Jeffersonville, Indiana. He was city attorney of Jeffersonville (1854, 1865, 1871 to 1873, and 1877 to 1879), a member of the Jeffersonville City Council (1859 to 1863), and a member of the Indiana State House of Representatives (1863 to 1866). In 1885, he was elected as a Democrat to the Forty-ninth and Fiftieth Congresses, serving until 1889. An unsuccessful candidate for re-nomination, he resumed the practice of law and engaged in agricultural pursuits until his death.
