Allen was born on August 7, 1923, in Memphis, Tennessee, to Walter James Allen, Sr. and Lucille Lillian (Duke) Allen. He voluntarily enlisted in the United States Army from Louisiana in 1941. He served in a Parachute Infantry Regiment in Europe and was wounded in January 1944. According to a Hospital Admission Card, this injury was to the face and it was caused by a fall. He was discharged in 1945 and a subsequent draft registration shows him living in New Orleans, Louisiana on October 17, 1945. Allen worked as a tinsmith, coppersmith, or sheet metal worker from 1945 to 1946. On March 12, 1946, Allen reenlisted in the US Army Air Corps, which later became the Air force. Sometime after 1946, he met and married Akiko "Miki" Namiki. He spent the remainder of his service in the 3902nd Civil Engineering Squadron at Offutt Air Force Base in Bellevue, Nebraska. In a March 16, 1962 article in "The Air Pulse," the Offutt Air Force Base newspaper, Allen is listed as being a Squadron Ground Safety Officer. Allen retired as a Technical Sergeant on March 31, 1967. He served a combined 25 years in the United States Military. After he left the military, Allen worked as the Safety Director at the Douglas County Hospital. Allen also served as the President of the Omaha Chapter of the Japanese American Citizens League from 1970-1972. Allen passed away December 23, 2006 in Biloxi, Mississippi, and is buried in the Biloxi National Cemetery.
