US Congressman. He was raised in Buffalo, New York, graduated from Princeton University in 1913, and was coach of Princeton's football team in 1913 and 1915. He pursued a management career with Pratt & Lambert Paints, where he worked until 1925. He served during the Villa Expedition as a member of Troop I, 1st New York Cavalry Regiment. In 1916 he received his Second Lieutenant's commission, and served during World War I as a member of the 107th Infantry Regiment, receiving the Purple Heart and Distinguished Service Cross for leading his company's attack on the Hindenburg Line in September, 1918. He remained in the National Guard, and as a Major commanded 3rd Squadron, 1st New York Cavalry. In 1928 he was a regional manager for Herbert Hoover's presidential campaign, and in 1929 and 1930 Andrews was Supervisor of the federal census for New York's 7th District. In 1930 he was a successful Republican candidate for the US House and served nine terms, March, 1931 to January 1949. From 1947 to 1949 he was Chairman of the Armed Services Committee. He did not run for reelection in 1948, and died of a heart attack shortly after the end of his final term.
