U.S. Congressman. He attended Charleston Academy, graduated from the law department of the University of Missouri, was admitted to the bar in 1876 and commenced to practice law in Charleston, Missouri. He was school commissioner for Mississippi County (1878-79), prosecuting attorney of Mississippi County (1880-84), a delegate to the Democratic National Convention in 1884 and a member of the Missouri State House of Representatives (1886-90). In 1907, he was elected as a Democrat to the Sixtieth Congress, serving until 1909, reelected to the Sixty-second Congress and to the next three succeeding Congresses, serving 1911-19. An unsuccessful candidate for reelection, he practiced law until his death.
