He was born June 21, 1950, in Hays to Gilbert and Alma (Weber) Billinger. He was a 1968 graduate of Victoria High School.
He was married in Florida and his wife, Joan, preceded him in death in 2006. He was a school custodian and lived in Florida for many years. He was a U.S. Army veteran.
He had a great love for music. In the 1970s, he had a band in the western Kansas area. He composed music and wrote a song called "Eleanor" and had it recorded.
Survivors include his mother, Alma Billinger, Victoria; two brothers, Gilbert Billinger Jr. and wife, Carol, Pfeifer, and Larry Billinger, Salina; and a sister-in-law, Roseann Billinger, Hays.
He was preceded in death by his father and a brother, Leo Frances Billinger.
Services will be at 11 a.m. Saturday at St. Fidelis Catholic Church, Victoria; burial in St. Fidelis Cemetery, Victoria, with military honors by the Victoria Veterans of Foreign Wars Post No. 1751.
Visitation will be from 6 to 9 p.m. Friday at Cline's Mortuary, 412 Main, Victoria, KS 67671, and from 10 to 11 a.m. Saturday at the church.
A vigil will be at 8 p.m. Friday at the mortuary.
Memorials are suggested for Masses in care of the mortuary.
