US Congressman. A native of Indiana, Lucas moved to Iowa in 1856. With the outbreak of the Civil War, he was commissioned into the Union Army as a First Lieutenant in Company B of the 14th Iowa Infantry. Discharged at war's end at the rank of Captain, he was appointed to serve as Treasurer of Bremer County, Iowa from 1866 until 1872. In 1878 he was appointed chief clerk of the Iowa State House of Representatives serving until 1880. In addition he was also elected mayor of Mason City, Iowa from 1879 until 1880. After serving as State Auditor from 1881 until 1882, he moved to South Dakota where, following the completion of construction of the Soldiers Home in Hot Springs, Lucas was assigned as its first commandant from 1890 until 1894 and again from 1901 until 1903. In 1893 he was elected to the United States House of Representatives representing South Dakota At-Large until 1895.
