Born 17 February 1842 in Centerville, Maryland.
Father: William Alexander Spencer
Mother: Elizabeth Hollyday Carmichael
Appointed acting midshipman, USN, 22 September 1856, Resigned, 21 April 1861. Appointed first lieutenant, CSN, from Maryland. 1 June 1862. Appointed lieutenant (for the war), 13 September 1862. Promoted second lieutenant, 6 February 1863, to rank from 2 October 1862. Appointed first lieutenant, PNCS, 2 June 1864, to rank from 6 January 1864. Served with James River Squadron and Drewry's Bluff, 1862-1863. CSS Baltic (15 April 1863-) and Morgan, Mobile Squadron, 1863-1864. Surrendered at Nanna Hubba Bluff, 4 May1865; paroled, 10 May 1865.
Wife: Elizabeth Hollyday Carmichael
Children: Julian Blake, Eloise Powell, Richard Bennett, Carmichael.
Farmer, Queen Anne's County, Maryland, 1865-1885; Assistant Librarian, U.S. Naval Academy, 1885-1919.
Died 26 November 1919 in Annapolis.
Buried, Naval Academy Cemetery.
