U.S. Congressman. He graduated from Drake University, in 1898, enlisted in the US Army and served as a Corporal in the 12th Company, Volunteer Signal Corps, during the Spanish-American War. After the war, he studied law at Iowa College of Law, was admitted to the bar in 1903 and commenced to practice law in Fairfield, Iowa. He moved to California, in 1913, practiced law in Los Angeles and served as chairman of the Republican State central committee for southern California, (1918-20). In 1927, he was elected as a Republican to the Seventieth, Seventy-first, and Seventy-second Congresses, serving until 1933. Not a candidate for re-nomination, he resumed the practice of law and engaged in banking until his death at age 60.
