Charles was the son of Smith Brown Hawkins and Susannah Young Taylor. They had a farm south of Plainfield Pike in what was South Scituate before the reservoir was built. Charles married Louise Howlet Waterman on January 28, 1869. The lived in Johnston, RI and Charles worked as a hostler on a horse-car farm. The horse-cars were the predecessors to the trolley cars.

Louise and Charles had three surviving children: Christopher Harris Hawkins, Frank Elmer Hawkins, and Dora Frances Hawkins.
