Served in the U.S. Marine Corps in the First Marine Division in the Pacific Theater from December 1941 to November 1945

Walter was a son of Fred and Lillian Ebener Decker. He graduated from Stroudsburg High School. In 1950, after serving his country, he graduated from Lafayette College in Easton, Northampton County, Pennsylvania. He was employed by Stroudsburg Engine Works as a mechanical engineer for thirty-five years, retiring in 1986.

On June 7, 1946, he married June Doll, and the couple raised one daughter.
