Henry was the son of John Kromer, surveyor and county clerk in Lagrange County, Indiana; John was a veteran of the War of 1812 who was born in Pennsylvania. Henry's mother is unknown.

Henry M. Kromer's trade was carpentry, but he served in the Civil War as well. He enlisted in Company G of the 88th Indiana Volunteer Infantry on 30 July 1862 and when the regiment elected its noncommissioned officers, Henry was elected First Duty Sergeant. On 3 November 1864, he was discharged from the 88th in order to be mustered into Company G of the 142nd Indiana Volunteer Infantry on the same day. Henry saw action at Perryville, Stone's River, Chickamauga (where he was wounded), and Nashville, and wrote a brief essay about his experiences after the war. He also shook the hand of President Abraham Lincoln. He was mustered out on 16 July 1865 at the war's end; his rank at that time was First Lieutenant with a brevet rank of Captain.

Henry married twice: first to Sarah Ette Dodge on 9 October 1853 in Sturgis, St. Joseph County, Michigan; then to Abigail Maria Brown Morse on 8 May 1870 in Constantine, St. Joseph County, Michigan. He had four children. His children with Sarah Ette Dodge were John David Kromer, William Lemuel Kromer, and Sarah Maud Kromer; Sarah died the day she was born in 1868, along with her mother. Jessie Utoka Kromer was the only child Henry had with Abigail Maria Brown Morse.
