James Pierce "Spot" Mozingo was the President of his high school class in Darlington, S. C. He attended Clemson University, and graduated from the University of South Carolina. Mozingo was elected to the S. C. House of Representatives while still a student at USC, at 20 years of age. He completed his work on a law degree and reviewed it in 1936. He was elected to the State Senate at the age of 24, and served for 31 years before his death.
