Elsa was the youngest of 10 children born to George Henry and Marie K. Achziger.

She graduated with honors from Fremont High School in Sunnyvale, California. It was here she met William "Bud" Leroy Culbertson and they married in 1937.

Some of her achievements include being a founding member of Lafayette-Orinda Presbyterian Church, a counselor at the Billy Graham Crusade in San Francisco, a secretary and editor of the newsletter for the American Historical Society of Germans from Russia, a docent for the San Jose Historical Museum and served 25 years on the San Jose Elections Board. She was the proprietor of Main St. Cleaners in Palo Alto, California.

She leaves her two daughters, Kathryn S. Woodliff, husband Arch and children Wayne, Archie, Mary Kay, Trish, Jon Paul, Jennifer, Rebecca and Malissa; and daughter Elizabeth M. Van Vleet, husband Charles and Jessikah Van Vleet.

She was preceeded in death by her brothers and sisters David, Alex, Harry, Ronald, Rueben, Frieda, Aldine and her husband.
