Son of Andrew W. Foster and Catherine (Mason) Foster. He first married Sarah Jane (Paxson) Foster in 1874. After her death in 1896, he married Sarah Pope (Thompson) Foster in 1897.

The two oldest children of Thomas Mason Foster and Janie Paxson died of diphtheria one week apart. Thomas Foster bought land across the road from the Mt Vernon Christian Church where he had recently become the minister. This land became the cemetery where many of the Foster and Paxson family members are buried.
