Mr. Mandel was born in Phoenix and lived in Fulton 46 years. He retired in 1978 after 45 years with Nestle.
Mr. Mandel was an Army veteran of World War II. He was a member of the Polish Club.
Surviving are his wife, Mary, two daughters, Carol Luke of Oswego and Diane Maupin of Rochester, five grandchildren and several nieces and nephews.
Services will be at 2 p.m. Saturday at Young & Son Funeral Home, the Rev. Graham R. Hodges officiating, Burial will be in Phoenix Rural Cemetery.
Calling hours will be 2 to 4 and 7 to 9 p.m. today at the funeral home, 322 Oneida St.
