United States Congressman. Watmough graduated from Princeton College and served in the War of 1812, first as a corporal in the Pennsylvania Militia from May to July 1813. He was appointed a Second Lieutenant in the United States Army on 2 September 1813, and was brevetted First Lieutenant on 15 August 1814 for gallant conduct in the defense of Fort Erie in Canada. He resigned his commission on 1 October 1816.

Watmough was elected to Congress in 1830 as an Anti-Jacksonian and served two terms. He lost his reelection bid in 1834, running as a Whig. Thereafter, he served briefly as High Sheriff of Philadelphia and later as surveyor of the port of Philadelphia from 1841 to 1845.
