Melvin Mitchell Empey was born to Alonzo Ernest Empey and Olive Adeline Mitchell. His brothers and sisters are Alonzo Worth, Norma Adaline (Faust), Rulon Elias, Twila (Suitter), Leah (Molen/Coughlan), Sheldon Emphraim, Ferron James and Lois (Shelton). He attended schools in Ammon, Idaho.

Melvin married Jyneal Lee on Jan 23, 1941 in Dubois, Clark County, Idaho. Born to them is Rulon Lee. They later divorced and he married Joy Stoker on Oct 6, 1947 in Shelley, Bingham County, Idaho. He was developer of South Park Estates Subdivision. He retired in 1982 and was living in Sun Lakes, Maricopa County, Arizona, where he worked part time as a security guard.
