Born in Baltimore, he was the son of the late Ralph A. Shinn Sr. and Lucy Stevens Shinn.
Mr. Shinn lived his earlier years in Anne Arundel County. He later moved with his family to Creagerstown.
He was a 1948 graduate of Thurmont High School and graduated from the University of Maryland in 1957, after serving in the U.S. Navy from 1948 to 1952.
He was a sales manager for Trans-Air Manufacturing Co. of Dallastown, Pa., for the past 14 years, and had worked earlier as general manager with Potlatch Corp., a paper box company, of Baltimore.
In addition to his wife, he is survived by two daughters, Dana Shinn Bauer of Fallston, and Stacey Shinn Brooks of Sparks; one brother, Richard C. Shinn of Newport Beach, Calif.; one sister, Dorothy S. Budd of Sterling, Va.; and six grandchildren.
