Deborah Wilbourn graduated from Tulare Union High School in June 1972. During her senior year, she won the title of Miss Tulare on November 13, 1971. She competed in the Miss Tulare County pagent in 1973 and won the title of Miss Congeniality and was third runner-up. She was attending Fresno State University, majoring in nursing science, when she was killed in a single vehicle accident on Highway 99 near Kingsburg. She was the daughter of Marlon and Viola Wilbourn of Tulare.
